Your system specs are far superior to mine but I can play Minecraft at near fastest settings and get a constant 20-30 FPS and with the occasional crash here and there. My computer is half broken due to an accident, I play Minecraft on a USB stick with Ubuntu 10.04 and I used to have 1GB of RAM, it's actually less now. Writing this post also.
Maybe RAM isn't the problem, try defragmenting your Hard drive to make it more organised, that should free up a bit of processing power and try to make the desktop look as simple as possible with almost no effects what so ever, that should free more memory and processing power.
might I also add, get rid of all those "performance boosting software" that you have. They may actually take up more memory and CPU usage than what they give out. Try pure vanilla Minecraft first, then get optifine again.
Plus leave a good chunk of memory to your OS. If your OS doesn't have enough memory, your entire computer would lag, regardless of what you do. I say this because well your using a Windows OS and I'm assuming that it would use up ~25-35% of all your total memory. That's how Windows rolls unfortunately. =P
These all worked for me back when my computer was fully functional, I don't see why it wouldn't work on yours but these are just my suggestions. Hope this helps.
If you have no computer knowledge, stop commenting. Many people are just repeating things that have already been said in their own words, and some people are just making stupid comments that are not based on any kind of reality at all.
There are several problems that have already been addressed:
-"This is a gaming pc". Simply calling your computer a gaming computer does not make it so.
-32 bit windows... Will not use the hardware to it's full capability, nor will it use more than 4GB RAM between the system and the video card
-32 bit java...you can't install 64 bit java on 32 bit windows, and 32 bit java sucks for minecraft.
-4GB RAM...although the max for a 32 bit operating system, 8GB is todays standard in your average gaming system. Again you need 64 bit windows for this.
It is obvious what the solution to your problems are. Stop fishing for a magical fix, they don't exist. If there was a problem with the game in a previous version, patches have corrected it.
Yep, the issue is the "gaming pc". This is obviously a bragging thread, like a homeless guy showing off a 5 dollar bill he got. (No offence to homeless people.) There is not much to show off. Just leave this thread please.

It's not really "lag". You are experiencing low frame rate. Lag is when data is traveling slow or being lost on the server side. Like when your ping is at 4000.....that would be mine.... Anyways, Try upgrading ram. Optifine is very nice too. I really hope I could be of more help. What are your pc's specs?Might I add, minecraft is also very cpu intensive. It requires a very high render speed. Your rendering like, millions of blocks at the same time, randomly. Any other questions pm me. (Can you pm here? I haven't had an account here very long.
1. Install Optifine Lite
2. Allocate 450 MB of Memory to Minecraft
3. Don't use any mods
Before you upgrade to 64 Bit windows, make sure to you're CPU is 64 Bit.
Seeing as you have 32 Bit right now, I wouldn't be surprised if your CPU isn't 64 Bit.
My Dad has an Intel Core 2 and it's 32 Bit (though it is the laptop version, it might be different on the desktop).
Also don't full screen Minecraft. Use Magic launcher to make the default window size something like 800x600. That is a decent enough size so you can actually play but it isn't extremely large so you won't lag.
800x600 = 480,000 pixels
854x480 (default Minecraft resolution) = 409,920 pixels
1440x900 (your screens default resolution, and my guess is what you're playing at) = 1,296,000 pixels
As you can see, playing at 800x600 should increase your FPS by a lot.

Convince Minecraft To Just Stop Lagging
We have repeatedly told you the specs should not be able to run minecraft easily. Minecraft is a completely different game than any other game and it is very resource intensive.
Until you get 8GB RAM and 64 bit windows/java, stop wasting your time commenting and trying to search for some magical answer that doesn't exist. Accepting reality is very difficult for you it seems.

well i guess your right -.- . . . nothing much more to do now then get time to get windows 7 64 bit or just wait until minecraft corrects itself . . .which has worked couple of times but this time seems to be taking too long* . . . yeah i have had issues of lag in 1.3.2 in 1.4.6 and in 1.2.5 and other versions i waited for atleast 2 weeks and it worked fine then lol but this is taking too long . . . anyways i think no other option . . . if any staff see's this can you please close this thread . . . thank you all of the answers
Hello , i actually just noticed , its not just minecraft ,everything new im downloading (GAMES) they all are lagging , like tom clancy's hawx , i removed it a few months ago ( played it with full settings without lag ) because of less space then i installed it now and its lagging , so is dota 2 which i just installed again . . .! i searched a bit and other people have same problems , and i dont even remenber the last thing i did before the lag begun , i have no restore points either before lag . . . so im thinking this is being caused by some component, program, software, process or maybe from some visual item (something i can access somehow normally) , its not the fact that i have less ram or a weak pc its something that i might have installed causing this , please if someone knows a good pc cleaning software that cleans the pc and specially whats not good for it and effects its performance and interupts , and causes lag in games , please do tell , at the moment i have tune up utilities 2013 , and recently today , downloaded system mechanic professional trial for 1 month . thanks
i do not , i play with low settings , to test lag and it sitl llags and i dont play with anything opened except for minecraft ofcourse. . . !

OP, a PC with a Nvidia 9500 GT is hardly considered a gaming machine. It's just simply too old by today's standards.
