Well, it seems to be the PC. Your processor is quite old, as the D series came out in 2005-ish. Try setting the amount of cores that it uses through task manager. Minecraft can be a pretty laggy game if the computer is not reasonably powerful. I recommend getting optifine if you are lagging. Hope this helped!

If you have certain kinds of world corruption, or an excess number of entities in a loaded chunk, that can cause high CPU usage when near certain places in a certain world.
