I've been getting low frames recently. I haven't changed anything it just dipped all of a sudden. Now it's the best thing in the world when I get even 20 FPS. I'm playing on a laptop if that makes any difference. (I'M AN IDIOT xD)

From this I can only tell that you are using Intel HD graphics, which are not high-performance video processors. I advise always including the whole DxDiag log next time for support, please do so now as I suspect you may have switchable graphics.
It seems like you do not have another high-performance card onboard. You have an Intel HD 3000, which is an integrated card. You cannot expect good game performance on that.

64-bit Operating System.
PROCESSOR - Intel(R) Core (TM) i5-2430M CPU @ 2.40GHz 2.40 Ghz
RAM - Installed 6GB Ram
ADAPTER - Intel (R) Graphics Family. DAC : Internal. Approx Memory 1696 MB. (
