Hell no. You need atleast 2 gHz single core to play with little lag. Just build up a gaming rig for about 200$ (Cheapest, but pretty okay)
Actually I have a 1.6 GHz that runs Minecraft at a 30+ fps with optifine, so your argument is invalid. Not to mention that the graphics card in my computer is one of those built-in nvidia ones and isn't very good.
I am afraid that you might struggle to get what you are looking for at that price, but good luck. I would recommend buying an old desktop and upgrading only the vital components.
You should have a somewhat decent frame rate with that as long as you install optifine. However I doubt it will be able to record at anything above 20, and thats if you're lucky.

trust me ive seen this computer wayyyyyyyyyy to many times to know all about it. This dell has been in my schools and a few other places. First off i would not trust a computer seller that sells a computer for 35$ to play solitaire. Second i even work with these dells daily. Those things run slow with internet. They junk up cache files and registry problem like crazy. Best bet that if you don't want to lag you get something a bit better for minecraft.

As you can see your ram power of that computer is 1/4 min required. My computer has 2GB but the CPU is slower.. i overheat and lag.. so you couldn't be able to load the main menu.
Sorry guys my parents are saying no do desktops and I have to get a laptop any Laptops that are about $115 that run minecraft no lag
P.S. I know the comments are going to be Laptops cant run minecraft fast at all but giving it a shot
