It seems like OP has an Inspiron 5720 laptop. I can't tell the exact model and configuration from the info provided, but it almost certainly has the Intel HD video chip which looks like it is only sharing out about 256Mb of the system ram for video. You may be able to increase that in the BIOS, but I wouldn't expect much impact on performance.
Your laptop just isn't very powerful. Optifine might help a little bit. Make sure you have 64bit java as suggested above.
To get the best performance possible:
Make sure you play MC with the power cable plugged in
Go to your Control Panel and set your power plan to High Performance
Make sure you have the latest Intel HD Display drivers installed
I don't know off hand what options are available in the Intel display manager but you may be able to tweak some settings for performance instead of quality.
Also instead of full screen try just maximizing the window, or vice versa. Sometimes different machines perform better one way or the other.
Don't expect 60 fps. Be happy if you average above 25 on that rig.

I have everything set to minimal and I have Java using 4 gigs and it's still lagging

Retired StaffBut with this info, if you're not already running Java 64-bit, do it now. Allocating 4gb is overkill, Minecraft at most needs only 1gb of allocation.
