Now, now - Hold on. I am new here but even I am aware that sticks are not enchantable. If you put them into an Enchantment Table's slot, nothing shows up.
However, I have found that on my Windows [ XP ] laptop I am able to use an anvil to enchant a stick, using, of course, an Enchanted Book. This is the confusing part, my newer [ and crappier ] laptop which is a different one than that of which from before doesn't allow me to enchant sticks by any means!
What does this mean?
Which one is malfunctioning?
How do I fix it?

You probably aren't using the same version of Minecraft.
From the launcher, click "options" and then "Force update!" and then "done."
