I cant run around in game because the terrain dosnt load until its under my feet. It makes it impossible to find something because I have to stand on it before it appears. The ground is transparent (except where it loads under me) and I can see all the way to the bedrock in all directions, but the actual ground wont load quickly. If I am in a boat, I dont know I am about to hit land until.. well, I hit it. This is a recent problem (prob 1.4.6) and it only is getting worse. Generally, animals and mobs are always present and I can tell if im hitting land or ocean because I see the appropriate mobs.
2 months ago I clean installed my OS and had the same problem. I just reinstalled MC yesterday. I thought it was better for a few hours and now its just as bad as ever.
It isnt my machine; an i7, 8 GB ram, with a AMD 7850.
Any thoughts? Im at my limit for dealing with this.

Im in a boat and Im looking at a transparent mountain, in front of the boat is not loaded yet (as you can see from the angles of the textures not loaded)
