My friend just got a new Asus Laptop for his birthday but hes having a lot of trouble running pretty much everything on it but mostly on Minecraft. His specs are:

Asus Laptop
Intel Core i5 - 33170 CPU @ 1.70GHz 1.70 GHz
4 GB RAM
64 Bit
Windows 8
4.7 Windows Experience Index Rating

I guessing his processor is not fast enough to handle his laptop, but I just want to be sure, also if you could tell me how to actually fix the problem not just what it is. Thank you.

4.7 is most likely the lowest subscore from the ratings, you should give all ratings of each components. Also, is he running integrated graphics?

EDIT: Keep in mind Minecraft 1.5 is having some fps issues with the new lighting system.

Problem fixed, the computer was just not running properly, don't know the details my friend never told me but it is fixed now :3
