Yeah, thats not good!
I downloaded the 13.1 legacy drivers and had a look, your graphics chip is not in the .infs, so amd.com is directing people to the wrong download.
Checked previous legacy driver and it is in there, so worth trying that: AMD Catalyst™ Display Driver
Listed as Vista, works on 7.
