This is a problem on Mojang's end and not on your GPU. Everyone has these problems. That's actually the sky you're looking at, holes inside the world going through blocks.

1. Go to your graphic card control panel
2. Turn off anti anialising for minecraft (java/javaw)
3. ????

Nope, this doesn't always solve the problem. In my case, turning on anti-aliasing actually HELPS. If I turn on supersampling x8 the problem is mostly hard to notice, but if I turn it off completely there's all these horrible blue dots all over the place.
I have this problem on both my desktop and my laptop, An AMD Phenom II X4 955 and Radeon HD 6850 for the desktop, and an AMD E-350 and 6310 for the laptop.
It might be more driver issues, but I've already tinkered with installing and uninstalling drivers and I still have the same problem.
This has been going on for several months, probably over a year now. I never cared much about it until recently, when I started actually playing a lot more Minecraft than usual.

My GPU is an Asus 6670 1GB DDR5.

You may have not had the pre-release when you had your old GPU.
But seriously, it's not your new GPU. Its a bug.
