I've read at least a dozen threads from people with the same issue, none of the suggestions I read helped.
Bought a new computer. 32 gigs of ram. It can handle Firefall with dozens of mobs on screen without lagging even a little bit. But the max FPS I can get while playing Minecraft is about 15. Ranges from 7-15 unless I'm looking straight up. I've tried allocating anywhere between 1 and 16 gigs of memory with no noticable difference. Both with a .bat file, and with the Magic Launcher. I've tried with Optifine. I've tried without Optifine. Again, no noticable difference. Haven't got any other mods installed.
I've got:
Windows 7 Professional 64bit
2GB GDDR5 NVIDIA GeForce GTX 675M
32GB Dual Channel DDR3 at 1600MHz
3rd Generation Intel Core i7-3740QM
All drivers are up to date.
Does anyone know what to do? My 8-year-old Macbook can run Minecraft better than this.
Edit: By messing around with my NVIDIA Control Panel, namely the "Manage 3D settings" tab, I now get between 13 and 25 FPS in Minecraft. I really have no idea what I'm doing there, but if someone could guide me through it, that might help.
Go to the NVIDIA control panel, select Manage 3D Settings, set preferred graphics processor to "High-performance NVIDIA processor". Click apply then attempt to run the game again.
After doing that, update LWJGL. Some users performance increases after doing so.

Already did the first part, that's what got me up to around 25 max.
Updating LWJGL seemed to help a bit. Rarely dipping below 20 now, which makes the game a lot more playable.
Going through the guide now, though most of it seems pretty common sense.
wow there goes my list did you try my Config file?
I've got everything set to minimums already. So, it looks like I spoke too soon. I can get 20-30 FPS... as long as I don't turn around. Going in one direction is fine, but if I look back, my framerate drops to 8, and won't go up above 10 after that.

Weird. Thought I included that.
Editied OP.
I've heard something like this happen before, are you using the setting Max FPS in the video settings menu? If so, I'm out of tips.

Then follow this guide if you still have FPS problems.

Thanks!
Already had all of that done.
Thanks, though.
