After almost 2 months fool around with out of memory in windows 8, I think I got the answer.
1. download Java SE version (goto Oracle web), choose for window x64. this is important! because Java new version for windows 8 doesn't have 64 bit (if I don't get wrong).
2. change the bat file with the RAM that you have ( 2 GB or 4GB ect), don't forget to put in the same folder with the launcher.
if those above still not working:
3. update the adapter graphic with original (goto hp web or intel web, check in control panel, device manager which kind of your driver is)
For all detail where is the file or how to do it, use this forum or you can google it, or go to youtube, a lot of help from minecraft fans.
Good Luck!

There is no special Java version for Windows 8. The Java 8 Runtime is in beta, but has nothing to do with Windows 8. It also has a 64-bit build anyway.
Basically your steps could be condensed to:
"How to fix Java Out of Memory problems in Windows 8"
1. Know what you are doing.
2. Congratulations, it works.
