The problem is probably security related. Getting the env variable right just controls whether or not it will use the .minecraft in %appdata% or the one on the flash drive. The launcher would run regardless.
Since the launcher won't run, there is probably a security program that blocks running executables on removable media.
I'm mean, that's what *I* would do if I was in charge of a bunch of school computers.
