This didn't happen to me before, but now all of my texture packs simply default to the vanilla look. They'll have the correct icon, but whenever I click to change the texture pack, it simply doesn't change anything. It will still say that the pack IS selected. I have both compressed and un-compressed versions of the texture pack I am using, along with the latest version (of minecraft and the texture pack). The sub-text of all packs say "This is the default look of minecraft".
Are you playing 1.4.7 or a snapshot? The snapshot is using a new texture system. Texturepacks using the old system will need to be 'unstitched' using the unstitcher. I don't play snapshots so can't tell you more unfortunately. The new texture system in the snapshot also supports HD textures so no need for HDpatcher.
For 1.4.7 I thought the texture pack needed to be zipped, at least they always have worked for me that way. If your texture pack is HD you will need HDpatcher installed first or Optifine which has HD support integrated.
