Whenever I load Minecraft it begins with a low framerate of around 13 fps.
However if Minecraft is left open on the main menu for 10+ minutes and then enter a game, the framerate has improves to around 70.
Is this due to something loading when mc is first opened?
can mc be started with the good framerate?
This is due to the fact that the world is loading around you and, if your computer is sluggish, may take time for it to stabilize. There is no way to fix this other than upgrading your hardware.
Lowering your render distance and graphics settings may help reduce the effects.

No it is not. I can remain on the main menu without having loaded anything for 10+ mins, then immediately into entering a game the FPS is good.
My FPS is bad when I enter a game without having spent time on the main menu. It has nothing to do with the world loading. The world will load with bad FPS if I dont stay on the main menu, the world will load with good FPS if I do wait on the main menu.

Exactly my point. You're basically staying in one spot, which helps with the rendering, if you move or look around, that triggers more chunks to be loaded in line with your perspective. You can believe what you want though.

I don't think you understand my problem.
I open Minecraft.exe, login and the main menu of the game loads. I then open a world immediately and my Framerate is in the low 10's.
I open Minecraft.exe, login and the main menu of the game loads. I do not click on any buttons, I simply am on the main menu and stay on the main menu for 10 minutes. I then click on a button and open a world and my FPS is in the 60-70's.
I think you believe I am opening the game and If i move the FPS is bad and if I stand still the FPS is good. This is not the case.
