These specs are more than enough to play MC. Hell, I've played Crysis and Arkham Asylum on medium-high settings. I don't know what it is about Minecraft but something about that game just hogs all my resources every 5-10 minutes. FPS runs smoothly at ~50 on average, then every few minutes, it drops to below 5 before returning to normal. Optifine does nothing, as all it does is smoothen out overall FPS. It probably helped in increasing normal average FPS by 5 or 10 but it still doesn't stop the FPS lag spike from happening.
You might want to try a program such as gamebooster. If that doesn't work press Windows + R and type %appdata% and delete the folder named .minecraft, run minecraft and it will install the folder again, if you need any additional help message me.
First and foremost, what settings did you adjust with Optifine? Which Optifine (there're multiple versions) did you install? Is it full updated as well as your minecraft jar?

Install optifine, it will fix lagg alot.<--click for optifine
