Delete the whole minecraft directory and reinstall the game. That should redownload everything. Be sure to keep your saves if you want to keep your worlds.
That's too broad. Does it just say Will force! when you click Force update? If so, you have to log in after getting the Will force! message in order for it to force update. If that's not the issue, try the other ideas.
