I was playing on a server with my friend when he told me I had the Steve skin. I could see my own skin, but no one else could. We tested this on several other servers, and some my skin showed, other it did not. I reloaded my skin from the Skindex website and from my computer, but neither worked. Is this a server issue, or a Minecraft website issue?

Sometimes it takes a while for the skin to load. Try just doing a quick reinstall of minecraft - just delete everything but Saves and Screenshots, and force update from the launcher and see if that helps.
