I am currently using a Samsung Google Chromebook (running on chrome OS), and when I went to download Minecraft, (and selected OTHER), the laptop said that it could not support the file. Could someone lead me to a download which my laptop could support? And quite possibly even some mods and a mod loader?

Retired StaffIf so, this is the download link for the .jar format of the Minecraft launcher.

As is, there is no out-of-the-box support for Java on ChromiumOS. So I doubt that would work.

Retired StaffI assume it's a new OS based on the Chromium project.
It's Linux-based. A distro, if you will. Read on: https://en.wikipedia.org/wiki/Linux-based_operating_system
