Windows 8 has video card issues, it's infamous for conflicting with Minecraft. Try updating the video card drivers or your video card. All I can say otherwise is wait for Mojang to fix it (they said they were working on it).
Mojang likely won't be able to do anything. There are no openGL capable drivers for his card on windows 8.
Intel needs to release win 8 drivers for the card that support OpenGL.
Some people have had success forcing windows 7 drivers. I'm not familiar enough with the process to try and walk someone through it, I'd suggest using google to find out how to force win 7 drivers on win 8 system.

If forcing the win 7 drivers didn't work, then you need to either buy a graphics card that has OpenGL support for windows 8, or run a dual boot system, have both win 7 and win 8 installed. then you can boot into win 7 to run any OpenGL programs and win 8 for everything else.
