So I've been playing on a multiplayer server that's mostly vanilla. I have been seeing slimes up on ground level, which I know isnt normal, both time I saw this occur they were in swamps, so can slimes spawn in swamps now? Was this a bug with the server? Please help!

The server may have a small modification allowing slimes to spawn in that area. There's also a chance that the level at which they spawned looks like ground level, but is actually located at a lower than it seems.
Slimes can only spawn on the surface in swamp biomes. Everywhere else they spawn underground in specific chunks. This is not a bug or a mod. It was added into minecraft not too long ago.
