So I finally bought a new laptop and it has pretty good specs. BUT I only receive 20-30 fps with far render distance, fancy graphics, and %50 smooth lighting with optifine. Here are my specs:
Intel Core 17-3632QM CPUE @ 2.20GHz
8 gigs of memory
64 bit Windows 8
1 TB of Storage
And I am confused about this: In Device Managers -> Display Adapters it has two dropdowns: AMD Radeon HD 7570M/HD 7670M Graphics AND Intel HD Graphics 4000. Im guessing that the Intel one is the driver?
Anyway, if there is anyway to boost my fps it would be greatly appreciated if I could be notified of that.

Intel HD Graphics 4000 is not a driver, as it is a graphics card. Considering you are only getting 20-30 FPS, which is around what Intel HD 4K gets, your computer is determining Minecraft as a low usage application, and is making it use the Intel card. I do not to do in this situation, as I've never had this. I've only seen other people who did.
I know that laptops with Nvidia cards in them often have a switch on the front to switch between using the onboard graphics and the dedicated Nvidia GPU. I imagine Radeon might do something similar. Make sure your laptop is utilizing the Radeon card.
