I was super excited for the enchanted books feature. But, sadly it isn't working as it's supposed to for me. In my main single player world the enchanted books won't let me put multiple enchantments on one tool or armor. I tried it in creative and it works fine but just not in my main Survival world. For example, today I got Fortune III and Efficiency III enchanted books. So I combined a diamond pick and the Fortune III enchantment together in an anvil. It worked perfectly fine. But when I combine the new Fortune III pickaxe with the Efficiency III enchanted book in an anvil, I get the Fortune III pickaxe without Efficiency and I still lose the XP.
I tried combining two low level enchantments to test it out and it worked just how it's supposed to and I have Aqua Affinity I and Protection I helmet from Enchanted books, but it just won't work on Level 30 enchants.
Was this implemented on purpose by Mojang to put a cap on tools and armor so they won't become too overpowered in Survival? I couldn't find any explanations from my research, so can anyone else who is experiencing the same problem give me some advice?

Intended feature. I think it's to prevent items being "OP" as people have pointed out.

I think it's pretty stupid. If anything, they should've nerfed the enchanted books in SMP but not in singleplayer. It kinda defeats the whole purpose. I could probably get a better enchantment on a pickaxe by doing it the traditional way.
i am having a similar problem but the same in a way i put an enchant on that has 10 everything and then get some 5's and 3's and some not all of the things i put on so if anyone knows if this is just a glitch in my world or a fixable thing
