I opened up MC today to play. I noticed that there was a new update. I promptly downloaded and installed it.
As soon as I got to the menu screen though, something odd happened. Everything freezed. Minecraft took up all my CPU (I had Task Manager open at the time) and as I only have a single core CPU, that is possible.
I had to shut it down by ending the process in Task Manager.
I have already submitted an issue to the issue tracker. This happens every time I try to start 1.4.6. 1.4.5 works perfectly.

I downgraded to 1.4.5 to be able to play again, now it has started to go super slow to. I have no idea what is causing this, but I am pretty sure now it is something to do with my computer.
Maybe you should delete every file in .minecraft (NOT SAVES, or make a backup of your worlds on your desktop or something)
Then go to minecraft.net and play the browser version, so it redownloads every file (worked for me) Then you'll have a clean minecraft.

Ummm, I am pretty sure I have the same problem. The same thing happens no matter what version or launcher, I have tried regular 1.4.6, 1.4.6 using the magic launcher, 1.4.6 using the tekkit launcher, tekkit itself. Every time the same thing happens, my minecraft just crashes on the menu screen and it has a weird graphic problem at the bottom of the screen.

Becuase the processing it does isn't Graphics based, it's CPU based. It doesn't need to process shaders and physics like GTA IV and ARMA II do, it has to process Artificial Intelligence and equations, and that uses CPU.
Did you install anything recently that runs in the background? Try Allocating more RAM for minecraft.
No, I am not saying that. I am saying the graphics itself aren't being calculated and drawn by the GPU (which it should be), it is being calculated and drawn by the CPU + everything you just said.
This is my guess because when I boot up minecraft, it takes up all my CPU processing power.
I'm updating my video drivers, though I have no idea how well that will work.

Yes, that's the way minecraft works. Minecraft only uses 33% of my GPU on far render, and it can use upwards of 60% of my CPU. (ATI Raedon 5770, AMD Phenom Quadcore)
I have progressed a little bit though:
All games that use DirectX on my computer run fine
All games that use OpenGL (mainly open source games) run just as slow as Minecraft.
