This is a problem I've been having since 1.8 beta, and it's gotten worse with every update. When I start the game, it runs pretty well for several seconds, and then I instantly get hit with massive performance spikes. My FPS will cap at about 40, and every several seconds it will dip as low as 7. It's awful, and the game has essentially been unplayable since I purchased it. Here's everything I've tried:
-Re-installed Java 6 and 7 at least 6 times each
-Updated LWJGL (twice)
-Tried and updated Opti-everything
-Using different texture packs, modifying every graphic option
-Limiting RAM consumption (it exceeds it anyway)
-Factory-resetting my computer (I'm not kidding)
-Game Booster
-Running it fullscreen/windowed

Have you tried playing the game and monitoring the task manager at the same time? it could be somethign else running in the background using CPU power.
Also, try right clicking "Java.exe" in the task manager, and setting it to highest priority.
I actually forgot to put that in the list of stuff that I tried, although I tried it again for the sake of progress. Unfortunately, it yielded no such luck. I also monitored task manager (I usually do regardless) and even went as far as to close even remotely bothersome processes such as Skype and Steam, and the only thing I noticed was that 'java.exe' slowly consumed more and more memory. (as I've mentioned, I've tried capping the memory consumption, it didn't work)
