First off, let me say I have tried every trick in the book. Allocating more RAM, Using Optifine at its lowest to enjoyable settings, Tinkering with the settings, Setting up a hard drive dedicated to Minecraft, Defragging, Game Booster, You name it! Over all, with all these done, I get about 16 FPS.
Second off, My specs
Operating System: Windows Vista Home Premium 32-bit
Memory: 2 1/2 Gigs of RAM
Processor: AMD Athlon(tm) Dual Core Processor 4450e (2 CPU's) ~2.3 Ghz
Now for the Issue, MY GAME LAGS! I can't enjoy the game, its just irratating to play like this. I spend more time trying to increase FPS then actually playing the game. I wonder why I bought the game at times because of the condition my PC runs it in. So, this is my last resort. Does anyone have anymore ways to increase FPS? Ill try anything at this point. If nothing works I'm just done with this until I get a new PC or upgrade my hardware which will be about 2 years. Also, if none of these do work what do I need to upgrade or get? That way I know what to look out for.
Some Side notes: My Fan disk runs real fast and loud while playing, My anti-virus reminds me of high CPU Usage, I have everything closed while attempting to play.
Please, tell me you have turned off OpenGL. Oh, common misconception, things run faster with less RAM because if you run it with more than needed, it takes more CPU power to find where the task (Minecraft) is located in the allocated RAM.

Your computer isn't powerful enough.
You should have at minimum 4GB of RAM, and a newer CPU to get decent results.
You don't seem to have a dedicated GPU either. Based off of your system, I doubt you have one.
Basically, your machine is simply too old and its parts are not up to par to play the game.

Can you tell me what I should have so I can be aware of what I can possibly get?

Well, based on your system, you're not going to have a lot of upgradability.
I'd suggest getting a mid tier asus desktop, if you don't want to build your own.
If you do, ask in the hardware support section, I don't really know a lot about building, and what parts are compatible.
I see you said you have tried most of things covered in the thread I'm going to link you to, however this guy has put a good amount of time into tweaking a lot of the settings to improve performance.
You may want to check it out until you are able to upgrade your pc / buy a new pc.
Beyond the tips in the thread, i'd actually recommend you give minecraft LESS memory, rather then more. 256mb min 768mb max, is plenty. I run 44 mods with that amount of memory allocated to minecraft with out problems. Increasing memory actually reduces the FPS I get while playing.
