Let me reply for the sake of replying (no not really).
It seems that Minecraft is having performance issues in loading the chunks around you. Try putting your render distance down a little, it might help.
But if Minecraft were having performance issues, wouldn't my frame rate drop? I get a constant 90-100 fps with a max of 390 fps...
and I also play Tekkit all the time, at fullscreen resolution, at it runs at a constant 145fps... With pipes transporting things and redstone everywhere...

It is just version 1.4.5 for me...
Moderators please close this topic, The bug has been fixed in 1.4.6
What happens is the screen jitters around once every 4-8 seconds, sometimes even more frequently.
Can anyone please try to reproduce this?
If it helps, I have 8GB of RAM, an i5 3570k, and a Gigabyte Radeon HD7970 Factory OC.

It is just version 1.4.5 for me...
