I have had this problem for a really long time, and I tried every possible solution me, or the internet could come up with, so I decided to ask for a solution here.
So, my problem is, that at certain hours in the day, different hours every time, I can't connect to any server in minecraft.
The error I'm getting is "Internal exception: java.net.SocketTimeoutException: Read timed out".
I can do anything outside of minecraft that requires internet, but my internet speed is half as it is supposed to be (originally: 12mbps down, 1mbps up, current: 4mbps down, 1mbps up).
I've tried opening ports, both on router and local firewall, turning off certain programs
I figured you'd need some specs so:
My PC:
Graphics Card: nVidia GeForce GTX560 Ti
Processor: Intel i7-2600K 3.4GHz 64bit
RAM: 8GB, G.Skill
Netword Card: Edimax 802.11n Wireless Adapter, Realtek PCIe GBE Family Controller.
Router: TP-Link TL-WR641G
TELLING ME YOU HAVE THIS PROBLEM AS WELL DOES NOT HELP, SO DO NOT.
Have you talked to your internet provider about this issue? Really sounds like a slow down either during peak times or some kind of bandwidth limiting going on.
Throughout the day, the amount of people using the internet varies. Example, more people use the internet in the evening than in the morning or very late at night. Internet Service Providers change the amount of Bandwidth (internet speed) their customers receive throughout the day. When playing on a Minecraft server you get that error for not having fast enough communication with the server. It could either be your connection, or the host's connection.

I can't talk to my internet provider about this currently, but I'll try to.

I tried it with terrible results. I gave my wife my glasses for a second, a creeper showed up and now my wife is pregnant.
