Are you sure they are using your Radeon card instead of the integrated intel graphics?

^--This. That radeon card is MILES better than the integrated intel graphics. I would try to disable it entirely since you have a capable mobile graphics solution there.

If i disable my intel graphic card from display adapters in device manager, the screen goes really small to 800x600

Well i have the javaw.exe and minecraft.exe set to high performance so those two programs are running with radeon card for sure
Just because you set to high performance doesn't mean that it is using the radeon card. However I'm not familiar enough with the Catalyst control center to help you make sure.
If your screen resizes when you disable your integrated graphics card that likely means you just need to setup your view properties for the Radeon card. Either that or you don't have proper drivers installed for it.

Well it worked on Borderlands 2. I just set the launcher.exe and borderlands2.exe to high performance and can play 50+fps with high settings. It also worked in dishonored. Just not minecraft, because there is other programs involved to play minecraft like java.
How do you set up the view properties?? Also when i disable the intel card, a warning pops up saying AMD Card is not functioning or is not properly installed, but i have updated to them up to date. Even the Catalysct control center won't open up so that's another problem. And also when i disabled the intel card then tried to run miniecraft, it said that there is a bad video card driver error that i had been getting before.

When it gets laggy:
Press "Ctrl + Alt + Delete", click "open task manager," then click "Processes"
and check to see if you have multiple processes of javaw.exe running.
your laptop doesnt have any opengl support i had a laptop with this same deal amd card with intel card. fact is the amd card wil not no matter what run minecraft. minecraft will only run with the intel one and that one is only doing open gl 1.0 when minecraft needs a new version. there is no fix for this trust me i spent months looking for one :/
if you google Amd switchable graphics open gl problem it will explane more

OpenGL is not supported on the Discrete GPU when using the Dynamic Switchable Graphics feature. To enable dGPU support for OpenGL applications, you must disable the Dynamic Switchable Graphics feature and turn on the Fixed Mode Switchable Graphics feature.
Directly Off the AMD website. OpenGL works fine, but you must put it in Fixed Mode Switchable Graphics, which disables the smart switch feature which is suppose to save battery life.
He said he could do this, but his resolution became limited. The makes me think he has incorrectly installed display drivers for his mobile amd chipset, however, he may just need to change the resolution after switching

Trust me i have tried changing the resolution after and the highest resolution that i could turn up to was the 800x600. I've done the factory reset and this still happens. I have tried to go in the BIOS settings to check if i could turn on the fixed mode there, but its either it is not there or I can't find it even though i spent an hour looking for it.
