In August, I reported that my video drivers were doing bad.

Now, I'm having the same problem after reinstalling, and it's ONLY Minecraft.

...only Minecraft...

....OH NO nothing else but Minecraft...

I have a Windows 7/Vista computer, and my "computer" is about 4-6 years old, and it's NEVER had this problem before.

My father prefers downgrading the software to Windows XP, but XP kind of sucks...

I also use AMD/ATI drivers as well.

What do you guys think I should do??

What about Java? Are you running 32bit or 64bit Windows? Have you upgraded to the latest version of Java?

Card name: ATI Radeon HD 4650 (Microsoft Corporation WDDM 1.1)

You've got to get real drivers for your card, those are the ones that Microsoft ships with windows, and Microsoft doesn't ship Open GL supporting drivers because they want you to use Direct X.

Install the Catalyst Suite from http://support.amd.com/us/gpudownload/windows/legacy/Pages/legacy-radeonaiw-vista64.aspx
While you are updating your computer, make sure you have 64 bit Java installed as well.

Gerbil he said his OS was 32bit, not sure if Win7 or Vista since he stated both, but I'm assuming Win7 upgrade on a machine that shipped with Vista. However the advice to update drivers is still good, just be sure to get appropriate ones OS wise.

I tried it with terrible results. I gave my wife my glasses for a second, a creeper showed up and now my wife is pregnant.

Oh, and when I restart, it won't go to user screen. It will just quote a lot of things related to 'error,' so I have to use Windows Repair and that fixes everything. But Minecraft only works once. After it's used after closed, it will likely show the "bad video drivers" error report

That isn't even a valid driver version for AMD cards, also it isn't showing the driver date and size.
Your graphics drivers are seriously messed up.
You should use driver fusion or driver sweeper to remove all amd graphics/video drivers already installed on your computer and then use the link gerbil provided to download the correct drivers.
Again, also like gerbil said install 64 bit java, you get much better performance with it.
