My minecraft is lagging bad and I have tried everything. Optifine, allocating more ram to minecraft, texture packs, setting java priority high. I usually get 5-12 fps on a bad day and 10-18 on a good day. Can you please tell me more ways to reduce lag. My computer has 2gb of ram if that helps

Single or multi-player? If SP, one option would actually be to host on another machine (most anything P4 class with a couple gigs of RAM.)
I recently made an SP world. Quickly punched a tree and the wood took several seconds to show up due to lag, presumably from new terrain generation and the fact that it's emulating both client and server now. I found it both hilarious and sad. (Minecraft SP used to be extremely quick for me before they changed SP to emulating its own server.)

Minecraft surprisingly for it is for the graphics is high draw program. Putting more memory to your computer will not help it from what i see you don't have a video card. Even a low end video card should give you some improvement on your game play. Looking at your computer spec's i see you have windows 32Bbit minecraft does not do will with a 32 Bit OS. This is why your probably getting lagg also you by the looks of it you don't have allot of room to expand because you have a dell. You can try the basic things by updating your java but i don't think this will help much.
Doing some looking around for you looks like your mother board does support PCI-E how ever your supply is only 400Watts which can lead to some problems on which video card you deside to buy. Anything over the 5000 series in Radeon will be pushing your power supply i cooked a 500 watt power supply on a 5770 not the best power supply. you could get away with maybe 9800GT from nivda or as someone else suggested 4670 from Radeon. The thing you want to watch out for on video cards in your case since your power supply most likey does not have it is the PCI-E power supply cable. If you deisde to get a video card that does need a PCI-E power cable you can buy a cable for it that uses 2 molex connectors (some video cards come with them.) how ever you may have a problem again because Dell uses limted amount of cables just the minimum to get your computer going.
