from what i have seen it takes a few minutes for all the sounds to download, i think the are seporate to the main files and are updated while playing, not when updating.
try loading the game, then leave it running for a little while and see it the sounds appear
The only sounds I have found to work are when you BREAK blocks or fall. There is no sound during the process of breaking a block.
I have:
Vanilla Minecraft - Fresh Jar, fresh .minecraft folder
Restarted Computer
Searched other problems on forums, but to no avail
