Ya, I'm up to 441 files 43 folders. On a brand new install. (I had actually just reinstalled windows earlier today on a new HD)
Try playing with you anti virus disabled. (Sounds download while your playing, not during the install of the game)
If you have AVG anti virus, it's the link scan portion that you need to disable. I have heard mcAfee blocks the sound download as well. Not sure of any others off hand, but I'm sure others can also.
Some firewalls can block the sound download also, I had Zone alarm for a while and that blocked java from connecting to the server to download the sounds.
Generally it only takes 5-10 minutes to get all the sound files downloaded.
okay then... but now I have a little problem.... the only computer that I have that can connect to the internet cannot run minecraft at all. I'm lucky I can actually use it to update minecraft... Got any other ways I can get a full resources folder?
Unfortunately not directly. You could use MultiMC on a USB drive and go to a friend or family members house that has a better computer that is connected to the internet and get the sound files installed onto that.
And I'd just like to remind everyone else that sharing any of the minecraft files is against forum rules.

:x I didn't mean having someone else gimme their resources folder haha. Also I just remember something else: I had installed a mod that added sound effects to the game, and that didn't work either.
No, you did good. I just know how people around here are. I was just trying to make sure no one got themselves in trouble for trying to help you out by posting links to the files.
with downloading the rest of the sounds, could I just leave minecraft on the title screen, or do I have to be actively playing it? because I can leave it on the title screen on my laptop okay... it's the actual gameplay that makes me have to unplug my laptop and remove the battery...
this thing was never meant to handle the awesomeness that was minecrack XD
