I've had this problem lately with Minecraft. It also did this on facebook when I used chrome and I think it happened in the explorer once. I don't remember if it happened before I converted to windows 8 though. Does anyone know what's wrong?
If I move my cursor and highlight buttons, the button is a little better and everything else gets worse
But it's only within the page, everything else is perfectly fine. Could it be java? but why would that effect chrome?
Just in case anyone with this problem comes across this thread on Google (it was search result #1 for me), I found the solution for me was turning off Morphological Filtering, found in the 3D application Settings section of the Catalyst Control Center.

I figured, I just couldn't find where to put it in the windows forum so I though i'd ask here to see if anyone else had the same problem.
