Before I say what I've tried so far, I'm running on Windows XP Professional, Service Pack 3.
(I know, why aren't you using 7 yet?! but I like it lol) I also have had this issue starting with 1.3-1.4.2 only (it was fine before the recent updates) with no change regardless of the update version, and my PC is cleaned up regularly so no random issues or virus's.
My specs are:
Intel® Core™2 Duo CPU @ 3.00GHz (2 CPUs)
3322MB RAM
AMD Radeon HD7700 Series (7750)
I've tried several ways of trying to get Minecraft to stop lagging on me.
- Changed the options file within .minecraft to have a max FPS of 60 rather than 1
- Ran game booster
- Allocated more memory to Java
- Made Minecraft run with high priority in processes
- Tweaked the in-game settings
- Even used the OptiFine mod during 1.3 without a change.
Try allocating less memory to java. Yeah, Less. Because extra memory in java would probably be dumped and shared with system processes. So. That way, you'll be having more lag. around 768M to 1GB would be enough, thats what I use.
Where did you get that max FPS thingy? In my options file, I have fpsLimit : 0 .. Of course, i'm modded with optifine.

Well, it just happened to me as well. Maximum allocated memory keeps becoming less and less, (F3) and 60FPS have been dropping all the way to 1 and just staying there. :-\ I thought they fixed some memory leak in 1.4.1 to 1.4.2?

I've been allocating 768m to java, so it isn't that. The max FPS is in a .txt file called options within the .minecraft's main folder.
It's like you have an over-the-top graphics card but a rubbish CPU in comparison. I suggest that if you can, upgrade to something like an i3 or i5 or FX-4100.
I've considered getting an i7 or possibly upgrading to a duel boot (I still need XP for some out-of-date programs) with a 64bit Windows 7 OS, but the sad part is my CPU works great with any other game except for Minecraft...which is kind of funny considering the 'graphics' of the game.
Edit: I tried something that helped reduce the lag by 50% (I still have lag issues but it's better so I suggest this if it isn't already that way for anyone else.)
I have XP so if the instructions are different slightly for 7, sorry about that.
Go to start/control panel/system/ then to advanced tab/performance settings/advanced tab/change virtual memory. Change it how you want. Important here, try not to go over the max virtual memory just to be on the safe side.

7year old computer. And it works fine up till 1.3.2 (50FPS) until the fps rate started going down to 1 (1.4.2).

I swear these latest updates are making lag worse on people's machines. I was running a server and everything up until 1.3.2.
