Hey I'm living in my college dorms and the internet connection is pretty good. I can stream video content and load pages normally but when it comes to Minecraft it seems to get very slow and I can't usually load more than 4 chunks after connecting to a server before I get disconnected with an error. So I was wondering if there is a way to give more bandwidth priority to the Minecraft application or just some way to make it work better.

When the client connects out is uses whatever port the OS chooses, so the port the server is running on shouldn't matter.
It maybe possible that the dorm is blocking ports to limit things, thats why i need to know if its on just one server or all of them
It's on all servers. There would be no reason for them to filter because we can use the internet for whatever purpose but even if this is the case I'm not sure how to use a proxy. I'm able to play some other games with no problems.

Just because you can do "whatever" does not mean that they don't filter. Random TCP connections might be at a minimum throttled, or at worst forcefully terminated after a certain period of time as part of an attempt to block / control file sharing. They might whitelist certain kinds of connections (HTTP, HTTPS) and / or certain servers.
I don't know where you are, but in the USA the government has put pressure on college's to combat file sharing activity or they could have their federal funding reduced. So many schools do monitor and place limits on the networks they provide.
I am in college and it runs fine in the dorms here. My suggestion would be get CC cleaner or AVG pc tuneup and occasional le tit scan and fix OS errors.
Ah well I'm just curious if there is a way around the slowness.
You have to figure out what's wrong. If you only experience this problem in the dorm, then you should maybe try to find out something about how that works. If there's a help desk for dorm internet problems you can check that out.

I tried it with terrible results. I gave my wife my glasses for a second, a creeper showed up and now my wife is pregnant.
