Every minecraft has a .jar...
After dragging the zip folders to the texture pack folder in your .minecraft, you have to open minecraft, go to "Texture Packs", and select the pack you wish to use.
Are you doing that?
OK, download your texture pack of choice, open Minecraft, click the texture packs option, click open texture pack folder, drag and drop your texture pack into this folder, close that window. Now, your texture pack should show up as an option in Minecraft, click it, click done, start your game. Should work just fine.
