I wanted to know if my computer would work with the GeForce GTX 680 Graphics Card.
If not what do I need to add to make it work with this graphics card?

A GTX 680 would be overkill for anything but a multi-monitor setup where the 7970 beats it. Getting a GPU like that with a slow old processor won't help much. Your PSU doesn't necessarily have enough wattage for the GPU anyway.
Then what would I have to by in order to get a higher wattage for the GPU

It depends completely on the graphics card and that depends on what you will be doing with it. Your current CPU would be useless with anything more than a 7770. What games will you play? How much is your budget?
You propably need a new case because your current one is from a OEM computer which are bad in terms of airflow and you might also need the W7 key as it might be bound to the motherboard.

My budget is around $1,000
