I am using the most recent version of tekkit with optifine installed and i adjusted my settings for minimum lag but i still am stuck between 10-20 fps. Is there any way that i can increase my frames per second?

You can always allocate RAM to Minecraft, or get a better computer. Here is a tutorial on how to allocate more RAM.
