This happens when you delete a world. It sometimes doesn't actually delete, and some chuncks may actually stay in the map from the previous world. This usually happens when you are inside the folder where your world is contained while it is being deleted.
It's a safety mechanism to prevent more serious bugs, as your computer tries not to edit programs that are currently in use by something, like your browsing window.
