Okay, so just gonna say that i've looked through google and the forums in bursts of 1-3 hours every few days for the past two months and i have yet to see anything related to my exact problem.
The problem is pretty simple, really: I open the launcher using Minecraft.exe (or tekkit launcher) and when i click login the program hangs for a split second before refreshing and the red words "Cannot connect to minecraft.net" appear.
I can sign on through minecraft.net directly, and play normally through the browser version, but this means i can't play using all the mods i have in tekkit. I should mention that i can then play in offline mode, but still, this is starting to get to me.
My guess is that this specific instance of java is being prevented from connecting or accessing my network or the internet, but i have no firewall, no active antivire and no network firewall (i'm crazy like that). As i said before, this has been going on since the update. Pretty much the program had updated, crashed afterward and then refused to connect afterwards.
I'm kinda to the point of desperation now. I can't think of anything that might cause it. I'm familiar with running servers and i can still load my plain and tekkit server, and supposedly connect to both through the browser (But i can't load the mods without doing the entire song and dance for manually loading mods)
Any help or insight into this problem would be greatly appreciated,
Copy all your minecraft related files, and zip them in their locations. Then download some free virus scanner. Theres hundreds. and scan your system, Just to be safe [since you said you have AV software]. But your router/modem could be blocking it, also It could be a corrupt game file/jar. There's also dozens of other third-party minecraft launchers you can try.
A final alternative is let someone who has reputation on here/you trust to use teamviewer and check out your setup/settings for you. I'd suggest this as the last approach because it poses the highest security risk.
I'm getting a similar problem since I upgraded to windows 7. It won't let me log in, and when I click play offline is just comes up as a black screen... This is fairly agitating, although I get the feeling it stems from my 32 bit OS, due to the fact that I dont have a disk big enough to hard boot into 64 to install it.
HOWEVER, I tried to implement the .bat solution on this page, and got no positive improvement, and still cant connect.
I have reinstalled my java and tried technic launcher (also wont log in).
I'm not really sure what is going on. so. Any advice?

@ Gerbil Tried that. Am i supposed to just do that then open minecraft.exe and try to login? It didn't work, btw, when i did it like that. It did come up with a ton of junk saying Exceptions/can't find URL stream and stuff. I can post some of it, but there's so much i can't scroll back up to see the beginning.
Don't even care anymore. Just gonna drop the issue and uninstall.

probably not the wrong date and time on your computer.
probably not bad entries in your hosts file
could be the Java 7 IPv6 issue
