Trying to uninstall and reinstall minecraft

I read somewhere that deleting the "bin" and "resources" folders would automaticaly reload all the files back to their default settings. I did this, but it didnt work. The minecraft client will not even open. Should I delete all the files and install the client fresh?

Make sure to back up your saves before doing this, but yes, I would do that.
