I'm failing to find any kind of official trouble ticket system with Mojang, so hoping this will help.
I am on minecraft 1.3.1 and I have also tried 1.3.2.
I am running OS X (Mountain Lion).
I have a number of sounds that appear to be missing. I've been trying to trouble shoot this for a while now and am just to a point where I'm wondering if this is a known issue, or if there is a fix or something that I can do.
Sounds that appear to be missing so far.
placing items such as torchs
walking on stone
digging (with pickaxe) stone, cobble stone, stone brick etc.
Jumping
Just to name the ones off the top of my head. I believe this all started with 1.3.1, starting to wonder if I should have held on to 1.2.5 for a bit longer.
Things that I have tried:
1) Deleted minecraft folder, and had it re-download after downloading the minecraft.app fresh from minecraft.net - didn't help
2) Tried upgrading LWJGL ( to 2.8.4), this didn't help with sound, but created a ton of other issues like when trying to enlarge the screen, so I went and did step 1 again.
I'm running vanilla with all my tests, so it's not any mod, or launcher that is doing it..
It could be a sound card issue. I have had the same problem for about 3 months now, I have bought a new sound card and I have installed it. When I used to play the sound used to 'jump'. It would miss sounds like opening doors/chests and walking on grass. This would crash my game because it would mess everything up and Minecraft would be getting left behind while the sound dominated and crashed my client.

Thanks for the thought however all sounds used to work in 1.2.5 and 2nd you can't replace a sound card on a mac, and I'm not having any other sound issues, just with Minecraft 1.3.1..
Sorry for the delay in thanking you for this, life has been crazy, I did the fix and it works.. woohoo.. I know when I replace all of the LWJGL I have other issues but just replacing that one file is fixed the sound and not caused the other issues I was seeing.

Any information on this issue would be great.
