It's not so much that they are unable to add any more tiers, it's just that Mojang said they didn't want to add anymore. If they wanted, they could easily add more.

Mojang simply doesn't want to add more tiers, they want diamond to be the highest. That's why enchanting was added so they could expand on what was already in the game.
Isn't the system already like this? I am currently learning how to code Java and to make a tool mine certain materials you pet 1 (like a wood) 2 (like a stone) and 3 ( like iron diamond and stone). Please correct if I'm wrong but I think it is already like this.

Like anyone here comes up with unique tools. All I've ever seen is emerald or obsidian tools.

Here is how the strength/durability/damage/etc is set in EnumToolMaterial (emerald is diamond):
0, 1, 2, 3 for mining level (first slot); well isn't that basically what the OP is saying?
Same for the third slot, the mining speed, - 2, 4, 6, 8, 12 (not quite 0, 1, 2... but close); and fourth, damage - 0, 1, 2, 3 (the last is enchantability and second is durability)
And just why do we need more tiers? As far as I'm concerned, once you have diamond everything else is useless (or with a mod I use, amethyst, which is better than diamond, except for mining level, because what else is there left to mine? Bedrock? Nope, there's a reason they don't want us to mine it, not to mention the code says it's unbreakable).
So, as far as vanilla Minecraft is concerned, I don't think any additional tiers are needed, and a special tier that can mine blocks like Silk Touch (for example) also isn't necessary because we do have enchantments.

I think i explained it pretty well. Each tool will have "stats" of things like mining speed and duribility.
This makes room for possible tiers in the future. For example limestone has mine power (Determines what it can mine.) of 3 and mining speed of 3 and a durriblity of 1. Hopefully i explained something you wern't getting.
