We all know how useful the cow is, especially early in the game. If the beef they drop in spades wasn’t handy enough they also drop leather which can aid in everything from a set of armor to taming and leading animals. It almost seems odd that these jackpot animals have almost no in-game defense to make the player earn them a little.
Well, in the real world, that’s not the case. In fact, if you were to try and go after a random herd of cows you’d be dealing with their natural protector. He’s big, he’s got horns, and he can get to you well before you get to them.
With this in mind, I suggest a new mob; the bull. The bull is a mean son of a cow who is faster, stronger, tougher, and not only can he hurt you. He can launch you in the air to cause fall damage.
BULL STATS
HEALTH POINTS: 20
SPAWN: Opaque blocks with at least two blocks of space above them within 15 blocks of a cow.
ATTACK STRENGTH:
Gore
Easy: 1-4
Normal: 2-6
Hard: 3-8
Buck
Easy: 2 blocks high
Normal: 3 blocks high
Hard: 4 blocks high
COMMON DROPS:
Leather (2-4)
Raw Beef: (2-6) when not on fire
Steak: (1-4) when not on fire

APPEARANCE
A bull would be similar to a large cow with longer horns and blocks at the shoulders to represent muscles. He would have red slanted eyes and let out an angry bull sound when charging.
SPAWNING
A bull has a 10% chance of spawning with a herd of cows per cows that gather or spawn within 5 blocks of each other. In other words, a bull will definitely be encountered in a herd of 10 cows or more within a 50 block area.
BULL BEHAVIOR
A bull will passively follow with a herd of cows until a player approaches within 16 blocks (or 4 blocks vertically) of a cow. At this point the bull will charge the player with a similar focused aggression to the spider until killed. If a player manages to get out of their 30 block pursuit radius for more than 20 to 40 seconds, the bull’s hostility will reset to passive until the player again approaches within 16 blocks of a cow.
This idea makes sense, but just seems like a beefed up (pun intended) clone of a cow. And let's remember that bulls are male cows, by definition, and breeding two male cows wouldn't make much sense; mobs are genderless for a reason. Also, there being only 1 male in a herd of 10 females seems like a pretty unlikely regular gender ratio.
Haha, punny! I agree that, as he is, the bull is one of the strongest mobs in the game. I did this both for the joke of a routine task like killing cows suddenly becoming more difficult and because bulls are supposed to be a lesser boss mob. What changes to their balance do you recommend?
The gender ratio, as it turns out, is pretty realistic. Bulls are territorial over their females and, much like lions, tend to take issue with other bulls in their herd. That being said, a large enough herd would theoretically spawn two or more bulls. Maybe they would naturally attack each other in this case unless a player gets too near. If not, they could quickly kill most players.
Regarding gender in mobs, sure, but think of the bull more like a specialty mob along the lines of the killer bunny and the spider jockey. They probably wouldn't breed at all or would just make more cows. The chance mechanic to the cows takes care of when they spawn.

So... Bulls aren't going to breed with cows, one of the strongest mob in the game? And can instantly kill you when you get close to their herd? Extremely partial to no support.
The mechanics are all sensible, but is pretty much just a cow but with the ability to attack you. It doesn't offer players anything but a new 3D model to look at.

Okay, so basically what I'm hearing from everyone is aesthetic complaints about the gender that has nothing to do with game balance whatsoever. I get it - you want gender neutral mobs - but the most helpful suggestion I've heard here is that this could be added as a defense for the cow. What if, instead of making it a true bull, you had something like a devil cow that showed up. Maybe the devil cow is bigger and redder, with longer horns, and behaves just like the bull described above. Again, it would be a specialty mob which is established in the game (spider jockey, chicken jockey, killer bunny are all examples).

We're saying it'll be harder to the basic armor (leather) and you won't be able to breed cows. That's all we're saying.

I'm definitely leaning toward the cow boss being a gender-neutral devil cow at this stage. Maybe this special mob would only appear at night or during storms so that, when it does show up, it's a special thing and not a constant hindrance every time you want to kill a cow. I had also considered that maybe the bull (who, by the way, if killed drops significantly more of those things than your average cow) drops a special item making it worth the while. I hadn't put that in as I'm new at this and wanted to try designing just one thing at a time unless someone asked about it.
