That should be easy enough for Mojang to code. Just have a statement where if the sheep has wool, WoolGrazing = False, but if it doesnt have any wool, WoolGrazing = True.
Fire hazard. But if you say so. I personally just corral a bunch of sheep and get like 20~30 per run anyway. Don't think this would hurt too much, but if you don't like it because you use it frequently, you have a valid point.
EDIT: (You can see that after they eat enough grass, their wool grows back.)
Am I the only one that wants this? I'm a guy, and I think that is cute as hell, and it lets you farm wool. Also, you can keep sheep as pets.

It's just like wheat. It takes a few MC days for it to grow back.
Also, sheep may not be in large groups, and you can't really herd sheep together.
Plus, what's the worst someone can do with wool? Make pixel art?
