My friend, Endey, and I came up with a new semi-rare biome that we would like to see in Minecraft. There are probably some parts that have flaws, and I'd appreciate it if you give feedback :). This new dimension idea is probably trash, but we'll give it a shot.
I was thinking that maybe the biome would have giant blue flowers, similar to giant mushrooms. The mobs that would inhabit this biome would be Blue Slimes, Mushroom Minions, and Flower Archers. The Blue Slimes come in packs of 4 or 5, and the leader has a crown. If you kill the Slime Leader, it will drop its crown if you're lucky. I couldn't think of something the crown would do, but it would be great to see in the game. Be careful! These Slimes leave a deadly trail, and also can stomp you to death. Other drops for these creatures can be blue slimeballs, which can create blue sticky pistons, potions, slime bricks(?), and a blue slime block. The blue slime block can bounce you from all 6 sides. We couldn't think of what to do with the blue sticky piston and slime bricks, so we'll leave it up to you. The Flower Archers are walking flowers, but don't be mistaken. They're dangerous. These flowers walk around, carrying bows in their hands. That isn't all. They shoot you with poison arrows. If you kill it, you have a chance of getting their bow or picking up a flower. Endey said the flower could maybe give slowness, similar to how wither roses gives you poison. Mushroom Minions would reverse your controls when you get hit from them. For example, if your controls get reversed and you go forward, you go backwards instead. The Minions would probably give low damage since combat would be pretty hard while your controls are reversed. The Minion probably has some simple drops, such as mushrooms, but you guys can think of some other cool stuff it can drop. The ground in the dimension would probably mostly consist of purple and green slime dirt. Thankfully, Endey made textures to show what most of these things would look like.

There are some good ideas in here, mechanically speaking. Death trails and confusion controls to name a few. But if you're suggesting a whole dimension, this isn't nearly enough.
Think about how much stuff is in the End, or how much stuff is in the Nether. The dimensions don't just add new blocks and enemies, they add new concepts into the game. The Nether introduces the player to alchemy and advanced redstone. The End introduces levitation/flight, and warp storage options. In addition, each dimension adds items and blocks that upgrade or side-grade some stuff from previous mechanics. For instance, the Nether gives you soul sand which adds new mechanics to sand type items while the nether gives you new stuff for alchemy. Finally, each dimension has a boss associated with it.
It's your suggestion, we can't make up over 50% of it for you. If you can't think of new mechanics for the items that would be found in the new dimension, it's probably because there is no need for more of those types of items. To me, it just sounds like you're just wanting variations of existing blocks. We don't need a new dimension for that. We can cover over half of the stuff in your post, including the blocks you made by just adding blue slimes to the world that spawn with green ones. Then we could just make recipes based on that slimes drops. You could have flower archers spawn in flower fields, and mushroom minions be a unique mob in mushroom island biomes where you find mooshrooms. Unless there's a unique theme that binds your suggestion together along with new mechanics, I'd say there's no reason for a new biome to be made for just 4 blocks, 3 mobs, and a bunch of items that have no purpose.
