I'd rather not. First of all, Herobrine was NEVER in the game to begin with. He has always been someone else's creepypasta creation. Besides that, and the fact that Mojang has more or less said Herobrine will never be added to the game. Plus, and this is just my personal opinion, but Herobrine is just kind of a lame character to begin with. It is the same "scary character found in a game" cliche that had been in video games and video game creepypasta for at least a decade before Minecraft was even a thing.

I agree with everything Badprenup said. This is an unlikely and unoriginal, cliché idea. Herobrine has never existed in Minecraft (outside of mods) and I hope it never does.

People would find Herobrine very, very quickly, so it wouldn't achieve the effect you wanted. Not only do players search for secret changes in every update, but modders would be able to see the code for Herobrine.
While I really like Herobrine, he should be added in a way that isn't just "hey guys he's here now and he's gonna hunt ya down" like in the creepypasta. Make him a new boss in a new dungeon or something.
For a Halloween update/event
•Add Herobrine back into the game without telling anyone
•make him hard to summon
•add new music to signal his arrival
•add a new building in a village that is a temple to Herobrine but make it an extremely rare occurrence
