Minecraft needs a weather to be more dynamic. For example there is only two ways that the whether changes.It goes from clear to rain/snow, and vice versa at random. But what if there was more possibilities,
for example: Cloudy, no clouds, fogy, partly cloudy. And the precipitation could be light, moderate, and heavy at times.
But instead of it going from sunny to rain. it goes sunny to cloudy then rain, And back.
Weather Forecast
There should be an item, that could tell you the forecast of the day/night. Lets call it the Forecaster for now. The Forecaster could tell you the forecast of the day/night. For example it could say that it going to rain today, or
sunny, partly cloudy, cloudy, and or fogy. The Forecaster should be able to be put in to an Item Frame so you can put it where you like. or it could be used in the inventory for when your away from your base.
In conclusion, this update would bring more life to the game.

This seems like an interesting idea. Another possible addition is making weather more localised. Currently, either the entire world (except desserts and mesas) or none of it is raining, which is crazy. However, I don't see any real use for the forecaster. Overall, support.
Yeah, I support the dynamic weather but I don't see a real use for a forecaster. If they were to add say rain making crops grow faster or something then I could see the forecaster being useful.

Partly cloudy should be the default weather type, with the clouds. When it transitions to sunny, the clouds fade away. When partly cloudy transitions to cloudy, it should show the grey sky like it does with rain/snow. Fog, rain, snow and thunderstorms should happen when it's cloudy, however snow could be an occurrence when it is partly cloudy too. Overall I like the weather idea a lot.
The Forecaster.......... seems like another clock.
