I don't know, I think any increased bow speed would be too powerful, at least if it can be used with Power. With Power V and this your damage would be 33.33 damage per second, which is crazy strong.

A better idea : goes up to III, but each level adds +5% extra speed. And I think this has been suggested a few other times, so how about a different name? I agree, though.

That, or it should only have only level, so that you can't just naturally stack Quickdraw IV and Power V and get John RamBow. even if the latter option is taken, though, I'd definitely say that creative mode/commands should be able to stack it just for funsies

It depends on how much it reduces draw time. Math time.
Starting with basic info, the bow takes 1 second to full charge normally. This does 9 damage with a slight chance of doing 1 extra damage (Critical Hit). So for the sake of argument we will add 0.25 damage to the "non-critical hit" damage for a full charge to account for the chance of a critical.
First, the damage that a bow does normally and with each level of Power:
To keep things somewhat balanced between the two enchantments, you wouldn't want the DPS for the Quickdraw enchantment to exceed the DPS of Power V. Now, here is the DPS for various reduced draw times in 5% increments:
So the closest DPS you can get to Power V is if you reduce the total draw time to 40% of the normal value, which gives you 23.13 DPS. That would be a nice even 3 level enchantment at 20% per level. If you hit 60% of 1 second charge shots you hit 6 times in 10 seconds (at Power V that means 139.5 damage total). If each charge only takes 0.4 seconds you can shoot 25 arrows in the same amount of time and only need about 15 to hit to do about the same damage. Which is also about 60% accuracy.
So 3 levels at 20% per level seems fair. Maybe slightly less like 15% per level because more shots means you could deliver a lot of damage to multiple mobs.

Even with the enchant maxed you shouldn't be able to hold down right click to constantly shoot arrows, you should have to spam click as if you were using a sword.
I had an idea for the Quickdraw enchant where every level let's you draw the bow back 25% faster.

I think just 15 or 20 percent more drawspeed might be more fair, otherwise full support!
Seems pretty good, but it would suck to lose it every time you die, or have it just be a big waste of time if you have mending on something.
Imagine using commands to get a Quickdraw enchantment higher that the max, enchanting it with infinity and mending.
Machine guns, anyone?
